BACOLOD City Councilor Lady Gles Pallen, Barangay League president, urged all the village officials to install closed-circuit television (CCTV) cameras within their areas of jurisdiction to intensify the peace and order situation in the city.
Pallen said the officials should start to install CCTVs especially in the strategic areas within their villages. Of 61 villages, she said Barangay Tangub already installed their CCTVs command center while Barangay Taculing also installed five CCTVs in the identified strategic areas. The Department of the Interior and Local Government (DILG) earlier urged all the officials to install CCTV or command center within their villages. Gonzales said they supported the DILG for the installation of CCTV to address the crime incidents in various villages. Vice Mayor El Cid Familiaran earlier said the City Development Council (CDC) has a recommendation to purchase additional 73 high-definition CCTVs to be installed in various areas of Bacolod. He said this project will be implemented by the Disaster Risk Reduction and Management Office (DRRMO). He added the DRRMO also submitted the lists of the 73 areas in Bacolod that will be covered for the installation of CCTVs. These areas are 6th Street, Alijis-Taculing or Bacolod Memorial Park, Alijis Road, Araneta Avenue, Circumferential Road, Golden Field Araneta Avenue, Gonzaga, street, Hilado Street, Luzuriaga Street, Mabini Street, Magsaysay Avenue, entrance and exit of Bacolod Government Center, Paglaum-Burgos Streets, Rizal Street, among others. In May, the City Government installed a total of 39 CCTVs in various intersections in Bacolod. Familiaran said CCTVs are big help to monitor traffic accidents, floods and crime incidents in the city.

Bacolod City was declared as the Most Competitive Highly Urbanized City (HUC) in Western Visayas in terms of Economic Dynamism and Infrastructure for 2019. The awards were given by the Regional Competitiveness Council (RCC-6) and Department of Trade and Industry (DT-6) during its 3rd Recognition Ceremony for Competitive LGUs (Local Government Units) at Hotel del Rio in Iloilo City yesterday, a press release from the city government said. Vice Mayor El Cid Familiaran, who represented Mayor EvelioLeonardia, received the two awards from DTI-6 regional director Rebecca Rascon, who is also the chairperson of the RCC-6. The RCC assesses the competitiveness of LGUs using four pillars: Economic Dynamism, Infrastructure, Government Efficiency, and Resiliency. Upon learning of the recognition, Leonardia said, “Our efforts to make on city business-friendly are now reaping its fruits. We are happy that this recognition proves that we have an environment conducive for businesses to grow. We will endeavor to continue to excel in all the fields we can because there is no place for mediocrity in Bacolod.” Bacolod competed in the Highly Urbanized Cities (HUCs) category. Guadalquiver) BACOLOD CITY -- The PHP35-million Bacolod City Drug Treatment and Rehabilitation Center (BCDTRC) is expected to open next year as about 75 percent of the facility has already been constructed.
City officials announced this during the turnover of PHP5-million augmentation fund from Dangerous Drugs Board (DDB) by chief cashier Melanie Castillo to Mayor Evelio Leonardia during their meeting at the Bacolod Government Center on Monday. “This is a big occasion for us that we are able to receive a PHP5-million check. This is a second installment. We are very thankful. It is an inspiration in the anti-drug campaign that Bacolod is just one of the first, if not the few, which has received this assistance. We thank DDB chairman Catalino Cuy for giving priority to Bacolod,” the mayor said. Castillo said the DDB uses its special fund, sourced from the Philippine Amusement and Gaming Corp., Philippine Charity Sweepstakes Office, and Philippine Racing Commission, for the construction of drug rehabilitation centers all over the Philippines. In Western Visayas, Bacolod is the only local government unit (LGU) so far that has received assistance from the DDB in establishing such kind of treatment facility, she added. Project engineer Loben Rafael Castillo said the constructed portion includes the male and female dormitories that can accommodate some 50 patients. “These (dorms) can be completed probably in one month. There are still other structures that will be constructed,” he added. The BCDTRC, which is situated on a city government-owned property in Barangay Alijis, has an administration building and mess building, which are also being constructed now. A multipurpose hall and pavilion will also be added. Samuel Montoyo, focal person of the city’s anti-drug abuse campaign, said the date of opening is not yet definite, but it could be scheduled next year once the construction is completed. “Within 2020, I believe it will already be operational,” he said. During his visit here last October, Undersecretary Earl Saavedra, executive director of DDB, said the additional budget is the agency’s commitment to Leonardia for the establishment of a state-of-the-art rehabilitation facility. The groundbreaking, which was held in August last year, was attended by Cuy, who signed a memorandum of agreement with Leonardia for the release of the initial PHP10-million financial assistance. The remaining fund requirement is being shouldered by the city government. Bacolod is also working with the Philippine Drug Enforcement Agency (PDEA) in putting up the soon-to-be opened Balay Silangan drug reformation center. The annual budget of Bacolod City for 2020 amounting to P3 billion, which is a 19 percent increase over the 2019 budget, was unanimously passed by the Bacolod Sangguniang Panlungsod Wednesday night.
The 2019 budget was about P2.52 billion. Bacolod Mayor Evelio Leonardia yesterday said the approval of the annual budget would not have been possible without the support and cooperation of the vice mayor and the SP. “Technically, they have the power to alter the budget and also have the authority and power to cut it, and yet they agreed with us,” Leonardia said. Their proposal to adjust the revenue code is still pending, so they are going to concentrate on an intensified collection of the revenues to make sure that they will be able to sustain the budget, he said. Leonardia said the concentration of the budget will be on personnel services while infrastructure will also be a priority. The budget will not include the construction of the coliseum, Bacolod City College and two other projects, since these will be funded by the Department of Budget and Management, he said. The bulk of the 2020 annual budget will be for social services, infrastructure, and even peace and order, he added. Leonardia said he finds it significant that it was during his term as mayor when they reached the first P1 billion mark in 2008. In 2017, he was also the mayor when the budget reached P2 billion. Vice Mayor El Cid Familiaran said the bigger the budget of the city the more projects can be implement for the benefit the people. The budget can be implemented starting January after its approval. Familiaran said the bulk of the project will also go to education, health, traffic while the implementation of the CCTV will greatly contribute to peace and order. “I think this is the first time that our local revenues are higher than our Internal Revenue Allotment, he said. “This is a banner year for Bacolod. We, at the DILG, would like to inspire and motivate everybody to do better next year and in the coming years. Let’s not rest on our laurels and just allow other LGUs (local government units) to grab our awards,” said DILG-Bacolod City director Ma. Joy Maredith Madayag in a press conference with the city officials led by Mayor Evelio Leonardia and Lone District Rep. Greg Gasataya on Thursday afternoon. On December 3, Madayag received on behalf of the city government the award for “Best Performing LGU-City Category in Western Visayas” presented by the DILG-6 during the 2019 Excellence in Local Governance Awards (EXCELL) ceremony held in Iloilo City. “Many LGUs were surprised that Bacolod City is a major awardee this year… (We) should not allow other LGUs to take this award from us.,” she added. Madayag said by the first quarter of next year, Bacolod should start doubling its efforts to win the DILG awards again. Last month, Bacolod was among the 57 cities which received the DILG Seal of Good Local Governance (SGLG) Award for 2019. In this year’s EXCELL Awards, Bacolod, aside from being recognized as the “Best Performing City”, also received special awards in five areas of governance. These include champion for Excellence in Local Legislation, Administrative Governance, and Environmental Governance, and first runner-up for Excellence in Social Governance and Economic Governance. For Local Legislation, the city was cited for the ordinance authored by Councilor Dindo Ramos which grants the authority to all city traffic officers and enforcers to confiscate driver’s licenses of erring drivers upon the issuance of city citation tickets and providing penalty for the refusal to comply. The “Enhancement of Electronic Business Integrated System (eBis)” used by the Business Permits and Licensing Division and Management Information Technology Computer Services was Bacolod’s entry for Administrative Governance. In Environmental Governance, the city fielded its “Clean, Green and Well-Managed Solid Waste Management” system. The “Community Mortgage Program” by the Bacolod Housing Authority and City Planning and Development Office (CPDO) was the city’s entry for Social Governance and the “Bacolod Showroom and Pasalubong Center” by the City Cooperative and Livelihood Development Office and CPDO, for Economic Governance. (PNA) THE Bacolod City Council approved on its third and final reading the P3-billion annual budget for 2020.
Vice Mayor El Cid Familiaran said Thursday, December 5, the 2020 budget was unanimously approved during the regular session on Wednesday. He said the 2020’s budget prioritizes health services, the solid waste management, social welfare services, public order and safety, anti-drug campaign as in line with the national thrust, improvement of traffic management, economic and infrastructure development, tourism and education. Bulk of the budget mainly goes to the City Health Office (CHO) which increased by 15 percent, from P143 million this year to P169 million. “IT’S the chance of the barangay officials to perform well and to serve their constituents.”
This was stressed by Bacolod City Vice Mayor El Cid Familiaran after President Rodrigo Duterte signed Republic Act (RA) 11462 or the Postponement of the 2020 Barangay and Sangguniang Kabataan (SK) Elections Act on Tuesday. RA 11462 effectively moves the elections to December 5, 2022. Familiaran said it’s the chance of the barangay officials to do their duties and responsibilities since the elections already moved to 2022. “It’s too long for those who are not doing their job, but they still have the chance to do their duties,” he said. Familiaran pointed out that the city government needs the cooperation of the barangay officials for the implementation of laws and ordinances in the city. “We need the support of our barangay officials for the development and improvement of our city,” he said. RA 11462 directs incumbent barangay and SK officials to stay in office until their successors have been duly elected. The barangay and SK officials who will be elected in December 2022 will assume office on January 1, 2023. This is the third time that the barangay and SK elections were postponed under the administration of President Duterte. (MAP) Bacolod City Vice Mayor El Cid Familiaran is requesting the Bacolod City Sangguniang Panlungsod (SP) to propose an ordinance setting a deadline for the processing of business permit applications.
The vice mayor wants processing to be limited to two months. Another option Familiarian suggested is to include the proposal as a provision in the proposed amendment to the revenue tax code. He affirmed, the SP will caucus with Mayor Evelio Leonardia on the proposal. The proposal was made following last week’s deadly fire at the Java Pension House. According to the Permits and Licensing Division, the Mayor’s Permit for the Java Pension was “in process” as the facility lacked a fire inspection certificate./DGB, WDJ |
