BACOLOD City Vice Mayor El Cid Familiaran yesterday, June 28, said that Barangay 5 is set to be declared free from illegal drugs by the Philippine Drug Enforcement Agency (PDEA). Familiaran, who was in Bohol for an official travel, said PDEA-Western Visayas is now finalizing the documents to announce that Barangay 5 is drug-free. "Congratulations to the barangay officials and hopefully more barangays will be declared drug-free in the city," he said. He added the City Government need the cooperation of the barangay officials to address the illegal drug problem. Of the 61 barangays, PDEA had earlier re-evaluated Barangays 5, 24 and 41 to be declared drug cleared. In 2017, these three barangays were declared drug-free by PDEA but was not recognized after the documents were not signed by the committee. It was also at that time the Negros Island Region was abolished. Aside from the three barangays, there are eight other barangays that are candidates to be declared free from illegal drugs. These are Barangays 4, 17, 18, Cabug, Granada, Alangilan, Vista Alegre and Felisa. Familiaran said that after the Barangay 5, he is hopeful that the remaining barangays will be soon declared a drug free barangays. This was the message of former Metro Manila Development Authority head Francis Tolentino to all the incoming barangay officials of Bacolod City during their oath of office at the SMX Convention Center on Saturday. Tolentino, who is now the Presidential Adviser on Political Affairs, said barangay officials should have two photocopies of their oath of office - one will be displayed in their house and the other one in their barangay hall, so they will always remember the context of their oath of office. A total of 488 barangay officials took their oath. “We gathered here today not to celebrate the victory of individuals, but the victory of Bacolod City. For you have just been sworn into office to serve your barangay as well as to serve the future of your city, he said. Tolentino stressed that while the barangay officials are doing the oath of office, they swore in with God. “In our Panunumpa sa Katungkulan, it stated ‘So help me God’ which evokes the blessings, the guidance of the Almighty and its different from Panunumpa sa Watawat. Maybe it’s now the time to change it,” Tolentino said. He said it has been observed that in the middle of their term, most of the barangay officials are no longer functioning. “Just remember your oath na tutuparin ko ng buong husay at kakayahan ang lahat ng mga katungkulan ng aking kasalukuyang tungkulin. I congratulate you all, only a few were given a chance to serve after the election. The power to lead and positively change the lives of others is your special gift from God, therefore, it is also from God that you should seek guidance strength, wisdom, and life as you lead your barangay. Tolentino also announced that after the oath-taking, the barangay officials are also required to attend the regional oath taking to be administered by President Rodrigo Duterte. Maguindanao 2nd District Representative Zajid Mangudadatu, who also delivered his message, said he is hopeful that the barangay officials will do their functions and duties, especially on their campaign against illegal drugs. He said the barangay officials, as well as the Sangguniang Kabataan (SK) officials, will always remember their functions within their barangay. Tolentino and Mangudadatu are expected to run for senator under the administration banner in 2019. For his part, Mayor Evelio Leonardia said he is thankful with Tolentino and Mangudadatu for accepting their invitations. “They are here because they love the barangay officials in Bacolod City,” he said. Leonardia said this is the time that Bacolod is growing rapidly. He said the growth in Bacolod is inevitable because of the continued increase if business registrations in the city compared in the past three years. “We can only have that so-called inclusive growth if we can have the support and participation of the barangay captains and kagawads,” he added. Hand in hand Congressman Greg Gasataya said that the City Government is willing to work hand-in-hand with the respective barangays for the sake of the city. “We are fortunate that in 2017, Bacolod City was given by President Rodrigo Duterte P1.3 billion worth of infrastructure projects. In 2018, we were given projects coming from the national government that reached to P1.6 billion and P1.1 billion worth of school buildings,” he said. He said the city officials did not compete because they respect each other. “We worked together, we complement each other and we don’t compete with each other. There’s no time for us to compete, so we are hoping that when you assumed your post, we will have a better governance not just in the city, but also in your respective barangays,” he added. Department of the Interior and Local Government (DILG)-Bacolod director Joy Maredith Madayag said the agency will continue to exercise their mandate of general supervision to ensure that the barangay officials are performing their duties, powers, and functions within the bounds of the law. “We will continue to remind your compliance. As your partner, we will continue to guide you and engage you in the implementation of the major programs of the national government such as its fight against criminality, illegal drugs among others,” she told the village leaders. “Please be reminded that the development of the city and the country, in general, rests upon you. Let’s propel our city for further development and let the next generation reap the fruits your efforts,” she added. The CACPTD chaired by Vice Mayor El Cid Familiaran was organized as a strategic adviser to BCPO, empowered to infuse independent and external perspectives of policing towards the realization of PNP Peace and Order Agenda for Transformation and Upholding of the Rule of Law (P.A.T.R.O.L.) Plan 3030. The advisory council unanimously approved a resolution requesting for additional police personnel during its meeting on June 26, after being briefed that the BCPO has a total of 643 uniformed personnel comprising 36 police commissioned officers and 607 police non-commissioned officers. The resolution said the population of Bacolod City based on the 2016 census, is about 592,591, while the police to population ratio is projected at one police personnel for every 922 inhabitants. Based on the foregoing data, BCPO is in need of 1,185 uniformed personnel or an additional 542 to meet the prevailing standard of 1:500 police to population ratio. The resolution was signed by Familiaran, CACPTD vice chairperson Judge Montano Medel Jr., and members Ong Beng Ping, Crispin Chua, Jose Manuel Lopez-Vito, Councilor Noli Villarosa, May Bautista, Pastor Enrique Cancino, Eric Magbanua and Bacolod Interior and Local Government director Ma. Leonardia said he will consult Vice Mayor El Cid Familiaran where the SP sent its resolution and who received it. “So, in the meantime, I want to tell our people that the request of the SP for the President to declare June 18 a special non-working holiday in Bacolod City has not yet been approved,” he said. Bacolod Rep. Greg Gasataya had said that House Bill 5875 declaring June 18 of every year a special non-working public holiday in Bacolod City to be known as “Bacolod City Charter Day,” was approved by the House of Representatives on second reading early this year. Leonardia said it is almost a law by now. But officially it is not yet a law. So the better shot could have been the SP resolution. So they will try to ask the SP where it sent the resolution, he said. However, Leonardia said the Charter Day activities will push through even if June 18 will not be declared a holiday. Activities scheduled on Monday are the Ang Banwahanon Awards and the groundbreaking for the Bacolod Welcome Park, a landmark project of Megaworld’s Northill Gateway in partnership with the Bacolod City government, at the Bacolod-Silay Airport Access Road.
