Camento is allegedly a “high-value” drug suspect. “We are asking the police to conduct a thorough investigation in order to give justice to the incident and to identify the assailants,” Familiarian said. The pedicab driver was sleeping together with his family when two unidentified suspects forcibly entered their house and peppered him with bullets around 1 a.m. on May 29. According to police investigation, Camento was a subject of the “Oplan Tokhan” last year but failed to surrender to Police Station 8. This was the reaction of Bacolod City Vice Mayor El Cid Familiaran after two shooting incidents were recorded by Bacolod City Police Office (BCPO) from Monday to Wednesday. Familiaran said the police are eyeing illegal drugs as possible motive in the killing of the victims so the police should double its efforts to solve these incidents. “Our police should conduct a thorough investigation to identity and arrest the suspects. It’s very important to have a crime solution,” he said. On Wednesday morning, a drug personality who was sleeping inside his house was killed after he was shot by five unidentified assailants at Purok Neptune, Barangay Singcang-Airport. Police identified the victim Rodelio Camento, 43, a high value target of Police Station 8. On Monday, Ronilo Nicavera Jr., 37, of Barangay Dulao, Bago City, was also killed by unidentified assailant inside the public utility jeepney at Purok Lampirong, Barangay 2. Police Station 2 is also eyeing personal grudge or illegal drug as possible motives in the killing of the victim. Familiaran said BCPO should intensify its visibility patrol in various areas as well as the barangay tanods of the 61 barangays. “Our police and barangay tanods should conduct a roving patrol especially during night time to preempt the possible operations of the lawless elements. We should ensure the safety of our constituents,” he said. Familiaran noted that every month, they also required the BCPO to submit its accomplishment report to the city council. In spite of the incident, Familiaran said that Bacolod City is still peaceful compared to other places in the country. This was the reaction of the Bacolod City Vice Mayor El Cid Familiaran after some netizens criticized on social media the second year staging of Bacolod Chicken Inasal Festival on Saturday. Familiaran said about 3,000 chickens were grilled from Diamond Jubilee Tower towards San Sebastian Street and were distributed for free to the senior citizens from the 61 barangays as beneficiaries of the festival. “Tickets were provided so that we can control the crowd and to avoid any untoward incidents. Those who criticized us should also conduct their own research to determine the intent and purpose of our festivals here,” he said. Some netizens posted on Facebook that only the city officials enjoyed the festival and they questioned the barricade placed within the festival site. Familiaran said that some netizens also sent private messages to him and he respects their opinions. He explained that in 2009, the city government already tried to open the festival site to the public at the SM City North parking lot, but it only created chaos because most of the revellers took the uncooked chicken including the grilling stand before the opening of the festival. “So with that experience, we decided to change the strategy. We identified our beneficiaries so that we can have an organized and orderly festival. We have 3,000 senior citizens beneficiaries this year and in 2018, were the street children,” Familiaran said. He said the festival was highlighted by a boodle fight with the city officials and the senior citizen officers as a tradition of the festival. He added that the 3,000 chickens were distributed to the senior citizens in front of the Old City Hall. After the boodle fight, the festival site was opened to the public. The 300-meter long grilled chicken at Araneta Street were participated by 30 chicken vendors in the city. Familiaran said next year, they will require the chicken vendors to put chairs and tables so they can sell grilled chicken after the program. Familiaran is also planning to propose to the festival committee to change the festival site from Araneta Street to Bacolod Government Center due to traffic concern at the downtown area. “We are promoting our delicious and best inasal in the whole world. This is the reason why we focus on the festival. While we are attracting tourists, we are also attracting investors here. We can improve it every year,” he said. Familiaran noted that those who engaged in chicken inasal business in Bacolod were already successful. Councilor Cindy Rojas, chairperson of the Inasal Festival, earlier said she’s thankful for a successful staging of the Second Chicken Inasal Festival. She said that next year, they are going to extend the length of the grilling stations and the number of pieces of chicken. “It’s still a baby festival (inasal festival) and we are trying to develop and improve it every year. It’s also the expectation of Mayor Leonardia to celebrate it longer and bigger. Next year, we will make it bigger and grander,” she added. GRILLED CHICKEN FEAST. Home-grown inasal (roasted) joints such as Chicken Deli and Lion’s Park, and stalls in Manokan Country, were among those that took part in the grilling of 3,000 chicken pieces on 300-meter charcoal grills lined up along Araneta Street starting at 4 p.m. Councilor Cindy Rojas, chairperson of the festival committee, said the turnout of the participating establishments this year indicates the growing chicken inasal industry of Bacolod. About 25 vendor-restaurants joined the festival’s debut last year. “We are going to target more establishments next year. We will increase the length of the grilling station. We will also have more chicken pieces,” she added. Rojas said Bacolod wants to make chicken inasal a must-eat local dish for tourists. “We want our friends from outside the Philippines who visit Bacolod to have chicken inasal as part of their first meal in the city. Chicken inasal is synonymous to Bacolod. When you say chicken inasal, the first city that comes to mind is Bacolod,” she said. This year’s festival benefited the senior citizen residents of the city, who availed of 3,000 chicken pieces distributed during the event. Officers and members of the Federation of Senior Citizens Associations of Bacolod also joined the boodle fight with Rojas, Vice Mayor El Cid Familiaran, and Lone District Rep. Greg Gasataya. Food kiosks were also set up in the festival site for those who want to dine on chicken inasal. “This is a very important activity because Bacolod is known all over the world for our very delicious chicken inasal. It is a tourism attraction,” Gasataya said. The lawmaker added his colleagues in the House of Representatives even ask him to bring chicken inasal for them when he goes to Metro Manila to attend the sessions. The weekend festival also featured the Fantasy Chicken Costume Competition and Sawsawan Contest, as well as Zumba street party and live band concert. Gasataya, along with Vice Mayor El Cid Familiaran and Councilor Cindy Rojas, officially opened the festival with a 300-meter long grilled chicken at Araneta Street, from Diamond Jubilee Tower towards San-Sebastian Street. City Mayor Evelio Leonardia was not able to attend the festival because of the burial of his elder sister, Perla. The city officials also joined the boodle fight with the senior citizens from the 61 barangays as beneficiaries of the festival. When you say chicken inasal, the first city that comes to your mind is Bacolod City,” she said. Aside from grilling of chicken, a dance showdown was also held at the Bacolod public plaza as well as Chicken Inasal Fantasy Costume and ‘Sawsawan’ contests. Rojas noted that next year, they are going to extend the length of the grilling stations and the number of pieces of chicken. In 2018, the City Council approved the amendment of some provisions in the City Ordinance No. 482, known as the “Manokan Country Inasal Festival” in the City of Bacolod, like the coverage of the festival and the budget. Rojas said based on the ordinance, the city will allocate P2 million for the festival, but they only used half of the budget for the city’s savings. In 2018, the celebration was officially opened by Ambassador of Russia to the Philippines Igor Khovaev and the beneficiary of the free chicken were the street children. Rojas said they also envisioned to make Chicken Inasal Festival like the BacoLaodiat Festival. “It’s still a baby festival (inasal festival) and we are trying to develop and improve it every year. It’s also the expectation of Mayor Leonardia to celebrate it longer and bigger. Next year, we will make it bigger and grander,” she said. She added that this year, they only have less than 10 days of preparation because of the local and national elections. Rojas disclosed that the festival also aim to attract more tourists from neighboring cities and municipalities in Negros Occidental as well as in other regions. MANILA, Philippines — Bacolod City Mayor Evelio “Bing” Leonardia won another term in the elections last week, with 144,776 votes, the highest garnered by a local candidate in the city.
Leonardia and his Grupo Progreso partymates – Rep. Greg Gasataya and Vice Mayor El Cid Familiaran as well as 11 of the 12 winning councilors – were proclaimed on Thursday last week. Leonardia won by 63,528 votes against his closest rival former councilor Jocelle Batapa-Sigue, who got only 81,248 votes. Familiaran got 126,238 votes or a difference of 34,417 over his rival, former vice mayor Jude Thaddeus Sayson, who got only 91,821 votes. Gasataya garnered 135,346 votes, or a lead of 50,641 over his challenger, former congressman Monico Puentevella, who got only 84,705 votes. Leonardia, a former congresman, was elected to his sixth term as mayor, making him the longest-serving local official of Bacolod. When he ran for councilor in 1988, Leonardia got more than 69,000 votes, which were more than those garnered by the candidates for mayor and vice mayor at the time. When he ran for mayor in 1995, the 84,000 votes that he garnered was also the highest compared to the other candidates. In succeeding elections, Leonardia broke his own records when he got 110,000 votes in 2007 and 120,000 votes in 2016. BACOLOD City Mayor Evelio Leonardia issued an executive order (EO) organizing the support committees for the Bacolod City Charter Day.
Leonardia, who signed the EO on May 9, said on June 18, 1938, President Manuel L. Quezon signed Commonwealth Act No. 326 proclaiming the Cityhood of Bacolod. He said the celebration of the Bacolod City Charter Day, shall be organized by the city government particularly it’s officials and employees, whose active participation is very essential to the success and significance of this important occasion. “This year will be the first celebration of the Bacolod City Charter Day after Republic Act No. 11146 was signed into law, thus making it a very special and momentous event,” he added. Republic Act No. 11146 also known as “An Act declaring June 18 of every year a special non-working holiday in the City of Bacolod, Province of Negros Occidental, to be known as the Bacolod City Charter Day, in commemoration of the Day President Quezon signed and approved into effect Commonwealth No. 326, creating the City of Bacolod,” was signed into law on November 8, 2018. The committee was chaired by Leonardia with his senior co-chairman Vice-Mayor El Cid Familiaran, co-chairman Councilors Em Ang and Cindy Rojas, and executive director City Administrator John Orola. The committee will formulate, plan and secure the essential budget, technical and human resource in support for the effective implementation and execution for the celebration as well as facilitate the involvement and participation, and coordinate with persons, agencies and organization, both government and private sectors, ensuring that the celebration is well run and a success. Mayor touts ‘15-0’ as a ‘marketing scheme’

Greg Gasataya each won reelection in last week’s midterm elections, the vice mayor said it indicates people do not want change.
