The request of the fruit and sidewalk vendorsof Bacolod City is now pending with the Bacolod Sangguniang Panlungsod, Vice Mayor El Cid Familiaran said yesterday. Familiaran said their letters have been accepted by Councilor Dindo Ramos, chairman of the SP Committee on Laws, Ordinances and Good Governance. The Plaza Fruit Vendors have requested Mayor Evelio Leonardia to allow them to sell fruits in the portion of the Bacolod Public Plaza along Gonzaga Street from December 10 to January 1, 2020. The fruit vendors, represented by their president Norayda Senoto, said they have been traditionally selling fruits in the plaza every Christmas season and are asking that they be allowed to sell again this year. The Bacolod Downtown Vendors Association (BACODVA) led by its president Victoria Amolato also wrote the mayor askingthat they be also allowed to sell in the downtown area from December 1 to 31 from 7 a.m. to 9 p.m. along Gonzaga, Gatuslao, Luzuriaga, Araneta and Bonifacio streets. Amolato said they will be selling fruits, RTW, dry goods, slippers and vegetable along these areas. She said they are trying their best to find ways to feed their families and children despite the poverty they are now suffering after their livelihood was affected by their displacement. The City Legal Enforcement Unit and the police will apprehend sidewalk vendors who continue to sell in the sidewalks after they had been transferred to the Bacolod Vendors Plaza following the clearing operation conducted by the city last September 1. The apprehension will continue pending the approval of their request to be allowed to sell in the downtown area this Christmas Season. About 380 sidewalk vendors are qualified to be awarded stalls at the Bacolod Vendors Plaza. The city is now processing their livelihood assistance.*

Vice Mayor El Cid Familiaran on Wednesday enjoined Executive Assistant Ernesto Pineda, head of Task Force Paputok 2019, to coordinate with concerned agencies to strictly enforce laws and regulations on the sale, manufacture and distribution of firecrackers and pyrotechnic devices. Familiaran said he issued Memorandum Order No. 160 pursuant to City Ordinance No. 511 Series of 2009 and Republic Act (RA) 7183. According to Familiaran, this memorandum mandates the police to conduct inspections to make sure manufacturers, retailers, and users of fireworks comply with all regulations and laws, including RA 7183 or An Act Regulating the Sale, Manufacture, and Use of Firecrackers and other Pyrotechnic Devices. “Pineda should coordinate with the Bacolod City Police Office and Bureau of Fire Protection to ensure the proper implementation and regulation of security and safety of the area,” he said. Familiaran also said that Pineda is tasked to coordinate with the Permits and Licensing and Treasurer’s Office. “We make sure that all corresponding permits and licenses for the sale pyrotechnics are duly applied with paid for in the amount of P1,500 for the special permit,” he explained. Pineda for his part said the city has already designated selling area for firecracker, which include the back of Pope John Paul Tower, Rizal Avenue and Reclamation Area. Bacolod City was chosen for its “wonderful festivals” that make it the “real brand ambassador of the Philippines” in promoting the country globally as a premier tourism hub. Throughout the year, Bacolod celebrates various festivals, including the MassKara Festival, Bacolaodiat Festival, Diwali Festival, Chicken Inasal Festival, Halandumon Festival, Rum Festival, and Christmas Festival of Lights. The tourism award was presented by the Makati Tourism Foundation, Inc. Last year, Bacolod City was also a finalist in the Tourism Award of the Year. Leonardia said, “We are the city with the distinction as having the most number of major festivals. This was made possible because of our people’s support, cooperation, and acceptance. Bacolod is a natural habitat of festivals.” US performance The MassKara Festival dancers were the first Filipino group to perform in Disneyland and also the first mask-based festival in the world to do so. The MassKara dancers performed a dance number at the Disneyland Performing Arts at the California Adventure Land last August as part of the Bacolod City Trade and Tourism Mission to USA 2019. Before their performance in Disneyland, the MassKara dancers had also performed at the San Francisco Filipino Cultural Center in San Francisco, California. They also performed at the Gala Night of the “MassKara Festival in Long Beach” at the Marriott Hotel in Long Beach City, and at the Bandshell at the Recreation Park in Long Beach. They also performed at the Trade, Travel and Consumer Expo at the SouthBay Pavilion in Carson City. South Korea The MassKara Festival dancers had also performed in three cities of South Korea and earned awards for their outstanding performances. They bagged a bronze medal at the World Mask Dance Competition in 2018 in Andong City, where they competed against 12 other international mask dance teams. They were hailed champion in the best foreign group category, besting 21 other foreign countries, at the 2019 Daegu Colorful Festival in Daegu City. The MassKara Festival was the only foreign team invited to perform at the Maduhee Festival in June 2019, the first time in its 320-year history. This month, Bacolod City hosted the 7th IMACO International Conference, with more than 200 delegates from 17 countries. IMACO stands for International Mask Arts and Culture Organization with members from 63 countries that have mask-based festivals. (PR) Bacolod Vice Mayor El Cid Familiaran yesterday said President Rodrigo Duterte is requesting Mayor Evelio Leonardia to give focus to the drug problem in Bacolod City. Familiaran, who represented the mayor during the joint command conference of the National Task Force-End of Local Communist Armed Conflict (NTF-ELCAC) at the Rizal Hall of Malacañang Palace Monday, said he also had a chance to thank the President for endorsing him, the mayor and Bacolod Rep. Greg Gasataya during the last election. He said that during the meeting, the President emphasized the policy direction of his administration and discussed issues involving his plan to suspend the importation of rice, revive the Reserve Officers Training Course, and implement programs for the poor especially in areas affected by armed conflict. Familiaran said the purpose of the meeting was to address armed conflict through peaceful means by providing problem areas with projects, education and livelihood programs. This is the strategy of the Duterte administration, he said.* Familiaran, who represented Mayor Evelio Leonardia and Bacolod City in a joint command conference of Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and National Press Corps to end local communist armed conflict meeting in Manila on Monday, said that President Duterte delivered his policy direction on his administration.
