BACOLOD City Mayor Evelio Leonardia has issued Executive Order (EO) 10 creating the Bacolod City Tricycle Task Group.
The EO, which was signed by Leonardia on February 24, stated that Section 447 3 (vi) and Section 458 3(i) of the Local Government Code of 1991 conferred unto the City Government, through the Sangguniang Panlungsod, the power to regulate the operation of tricycles and the grant of franchise for the operation thereof within their territorial jurisdiction, subject to the guidelines prescribed by the Department of Transportation and Communication (DOTC). Leonardia said the guidelines to implement the devotion of LTFRB’s Franchising Over Tricycles-For-Hire to local government units pursuant to the Local Government Code of 1991 of Republic Act No. 7160 prohibits the operations of tricycles along national highways by stating that, “For safety reasons, no tricycles should operate on national highways utilized by 4-wheel vehicles greater than four tons and where normal speed exceed 40 kph.” He said the Department of the Interior and Local Government (DILG) Circular No. 2020-036, Series of 2020 mandates the creation of a task force which is separate and distinct from the Tricycle Board or Unit of the City, if already organized. He added the same circular covers motorized tricycles defined as a motor vehicle duly registered with the Land Tranportation Office composed of a motorcycle fitted with a single wheeled side car or two wheeled cab, close van or open cart whether powered by gasoline or electricity. The task force was led by Leonardia as chairperson, Vice-Mayor El Cid Familiaran as co-chairperson, Bacolod City Police Office director Colonel Henry Biñas as vice-chairperson. The task force members are Councilor Lady Gles Pallen, DILG director Joy Maredith Madayag, LTO officer-in-charge Renato Novero, Bacolod Traffic Authority Office head Lieutenant Colonel Luisito Acebuche, City Planning and Development head Mary Jean Ramos, Permits and Licensing head Stela Rose Rayos, Executive Assistants George Zulueta, Ernesto Penida, and Celestino Guara, Edgardo Ombio chairperson of Caftoda, and the LTFRB-6. The task force will conduct meetings, public consultations and hearings with stakeholders, and survey/inspections of the zone/area of tricycle operations with special focus on rationalizing the authorized routes of all tricycles and pedicabs to ensure that they are banned from national highways; identification of national roads within the city; and determination of the portions of the national highway presently used or proposed to be traversed by tricycles only if there are no alternative routes available. The task force will also draft or update the tricycle route plan within 30 days from the issuance of the executive order. The task force shall include the motorcycle with bicycle pedals and e-bikes in the tricycle route plan, and they shall coordinate with the task force of adjoining LGUs traversed by the same national highway in order to come up with a more coherent tricycle route plan. (PNA) THE Bacolod City Water District (Baciwa) along with the Bacolod Housing Authority (BHA) held the “one-stop-shop” in Barangay Vista Alegre, Bacolod City to expedite water service connection applications of the residents of Abada Escay and Arao Relocation Sites Wednesday, February 26. Vice Mayor El Cid Familiaran said Baciwa general manager Juliana Carbon informed him that that their “one-stop-shop” along with the BHA and Barangay Vista Alegre started on February 26 until February 28. “This is in response to Resolution No. 149, authored by Councilor Carlos Jose Lopez, passed by the City Council to expedite water service connection applications of the residents in said areas,” he said. In her letter addressed to Familiaran, Carbon said that the schedule was set after a discussion was conducted together with Barangay Vista Alegre Captain Jose Maria Leandro Norberto de Leon and BHA head Ma. Victoria Parrenas. She said several activities and arrangements were done by the water district since August 2019 anent the provision of water supply in the said area. She added that they will inaugurate soon the Progreso Wells and the activation of the entire water system at Purok Progreso I and II. Tan made the vow at the Spring Festival Dinner Saturday night at the SMX Convention Center after he received the title Honorary Mayor and Adopted Son of the City of Bacolod during the highlight of the Bacolaodiat Festival. “Our holding company, Alliance Global Group, which handles Megaworld, Emperador, Travelers International which operates Resorts World Manila, and Infracorp, is looking at Bacolod as a major investment destination. Bacolod City has so much potential, and we look forward to helping shape Bacolod into a Dragon city,” Tan said. Tan said Megaworld is currently building two townships here with a total of 87 hectares. “Part of our vision for these townships is to be able to contribute to Bacolod’s booming tourism industry. In our Northill Gateway development along the new Bacolod-Silay airport, we built the Bacolod Welcome Marker, upon the suggestion of Mayor Leonardia, to provide visitors and tourists with a perfect spot to drop by and take their pictures.” Tan further said that by next year, a modern McDonald’s store will open beside the Bacolod Welcome marker, which Megaworld also put up. Megaworld is also building the Northill Town center, their first commercial development right in front of Forbes Hill, where restaurants, cafes, and pasalubong centers will be located. At the Upper East, which Megaworld is developing near the Bacolod Government center, they are building a first-of-its-kind shopping mall that showcases an iconic clock tower, which is envision to be another landmark for the city. “In this township, we will also build a hotel to further boost the city’s capacity to accommodate more tourists and visitors. Hopefully soon, we can also build another art museum here,” Tan said. Tan also lauded Bacolod City Mayor Evelio Leonardia and the Bacolaodiat Festival officials. He said that while it is not his first time in Bacolod, “it always feels like I am coming home.” Aside from its rich and colorful history, Tan said Bacolod always has a good story to tell and “Your very own Bacolaodiat festival is one of them. “While the Chinese New Year is a tradition for us to celebrate every year, this festival is one-of-its-kind. I am delighted to see how the city gathers the entire Filipino-Chinese community in one venue like this, demonstrating unity amidst cultural diversity.” Tan also thanked the city government for conferring on him the titles Honorary Mayor of the City and Adopted Son of the City. In his conferment ceremony as Honorary Mayor at the Bacolod City Government Center, Tan said there was only one question that came to his mind: “How do I fill in the shoes of Mayor Leonardia who has already done so much for this city?” “Indeed, it is going to be big shoes to fill even just for this day that I become an Honorary Mayor.” He also thanked the City Council headed by Vice Mayor El Cid Familiaran for passing the resolution naming him as ‘Adopted son of Bacolod.’ “Bacolod is the first city in the country that is giving me this title and honor. It is a great privilege to become part of a city that is admired as a model of other highly urbanized cities in the country in terms of governance and competitiveness.” As part of the conferment ceremony, Tan signed three executive orders and a business permit at the City Mayor’s Office. By Dolly Yasa A ninth person under investigation (PUI) for novel Coronavirus (nCoV) was admitted at a Bacolod hospital yesterday, Bacolod Vice Mayor El Cid Familiaran said.
He also said that of the eight other PUIs in Bacolod, three who tested negative for the deadly virus had been discharged, three others found negative are to be discharged, and two are awaiting results. Of the six patients currently admitted, four are from Bacolod. The patients have travel histories to Hong Kong, Macau, Taiwan, and Zhuhai (China). All patients are in stable condition. The Corazon Locsin Montelibano Memorial Hospital and six private hospitals are open to accommodate patients for isolation and management, the vice mayor said. In Negros Oriental all eight PUIs admitted have tested negative as of yesterday, Bimbo Miraflor, Capitol spokesperson, said. The Provincial Health Office is waiting for the confirmatory test of the eight PUIs and if all are still negative, they will be discharged from the Negros Oriental Provincial Hospital, he added. All eight are doing well and no longer have respiratory symptoms, Dr. Liland Estacion, assistant provincial health officer, said. No new PUIs have been admitted in Negros Oriental, she also said. There were only three out of 78 persons under monitoring for nCoV remaining in Negros Oriental as of yesterday, she said. The monitoring of the Polish and two Chinese nationals under self quarantine will end tomorrow. This was stressed by Vice Mayor El Cid Familiaran yesterday after the construction of Cell No. 2 at the sanitary landfill in Barangay Felisa is scheduled to be turned over to the city government next month. The Cell No.2 was constructed by the city’s garbage hauler IPM-Construction and Development Corporation (IPM-CDC). Familiaran, chairman of Solid Waste Action Team (Swat), said that once the Cell No. 2 will be turned over to the city, the city’s garbage hauler will not collect the unsegregated waste. “We cannot perfect it immediately, but then it’s doable. If the implementation of Republic Act 9003 is successful, the volume of garbage is expected to drop,” he said. The councilor said the city’s garbage hauler should set its schedule for the collection for biodegradable and non-biodegradable wastes. The villages were also tasked to intensify its information and education campaign. Familiaran added that it’s the instruction of Mayor Evelio Leonardia that the city should enforce the “no segregation, no collection” policy on March 1 and it’s the responsibility of the barangay officials to inform their constituents on the implementation of said policy. He said Mayor Leonardia will also reactivate the Solid Waste Education and Enforcement Team (SWEET) for the implementation of the “No Segregation, No Collection” policy. He added the IPM-CDC will add more trucks to serve the 61 barangays. In 2018, the City Government implemented the “no segregation, no collection” policy, but the program was a failure because residents were not observing the proper ways of disposing. Most of the city residents did not comply with the waste segregation and that Bacolod is still zero in terms of compliance. Based on the report of the garbage hauler IPM-CDC, majority of the households in various villages have no compliance. BACOLOD. Leonadia was assisted by Vice Mayor El Cid Familiaran at the ribbon-cutting and turnover ceremony of the new covered court that was funded by the City Government. They were joined by project engineer Amy Tentia, Regina Parreño, wife of Barangay Mandalagan Captain Arturo Parreño, barangay officials, and purok president Jenny Rivera and other purok officials. Leonardia described the structure as "beautiful," adding that he is happy that what he had promised already came to reality. "Vice Mayor El Cid and I are happy that you are all happy with this project," he added. "Most importantly, we are bragging of the biggest development that will happen here in Barangay Mandalagan," he said. Familiaran, for his part, encouraged the residents to take good care of the new covered court. Tentia said the construction of the said covered court started in July 2019 and was completed last December. |
