MORE than 3,000 students and faculty members of the Bacolod City College (BCC) have joined the opening ceremonies of their school’s 21st Foundation Week celebration Monday at the Bacolod Arts and Youth Sports Center, with the theme “Connecting Forward: The Road to Silver.”
Vice Mayor El Cid Familiaran, who represented Mayor Evelio Leonardia, graced the event. He was joined by Councilor Cindy Rojas, and Executive Assistants Moises De la Cruz and Imogene Kana-an. Leonardia founded BCC when he was mayor in 1997, to offer low tuition fees to Bacolodnons, Familiaran said. The Foundation Week, which runs from September 24 to 29, kicked off with a Thanksgiving Mass at the Bays Center, followed by a program. College Administrator Dr. Ma. Johanna Ann Bayoneta said that this year’s theme is anchored on the forthcoming silver founding anniversary of BCC, or four years from now. BCC now has free tuition fees after being accredited by the Commission on Higher Education. A series of simultaneous arts and sports events are being held in various venues during the weeklong celebration. Activities on the first day included a Zumba Party, Mr. and Ms. Sportsfest Hip-hop Competition, and Literary-Musical Competition at the Bays Center, SSG-Faculty Basketball and Volleyball Fellowship at Sum-ag Gym, Games CAD Visual Arts at Taculing Campus, and Staff Personality Development with Mary Kay Cosmetics. September 25 events included physical fitness activities for faculty and staff, a forum on health and wellness, an environmental forum titled “Bakuran Green Hour: Environmental Initiatives in the Millennial Age,” and a Library Date with a Book, which will be ongoing until September 29, at Taculing campus. Praise and Worship will also be held at Sum-ag gym at 5 p.m. On September 26, BCC celebrates its Business Education and Industrial Technology Day at Sum-ag campus followed by their Ms. Phenomenal pageant in the evening. Meanwhile, Information System Day will be held at Fortune Towne campus and a Book Fair at Taculing campus, which will run until September 29. On September 27, the Office Administration, Teacher Education and Yuhom Literary Day will be celebrated, with the Bakuran Eco-Brain Battle and two-day Teen Talks at Taculing Campus. Meanwhile, there will be a pre-pageant event at City Mall Mandalagan, and Information System Prom Night at the Business Inn Hotel. On September 28, the FSA: Kabulakan King and Queen 2018 pageant will be held at Sum-ag gym. On the last day, September 29, BCC will celebrate its Community Extension Day, where they will have a Medical Mission, Job Fair, Hygiene Talk and Feeding. BCC will cap off the weeklong celebration with a Search for Mr. and Ms. BCC, and a Disco Dancing at Sum-ag gym. (PR)

During their meeting with Vice Mayor El Cid Familiaran, Councilor Em Ang is proposing to institutionalize the event and call it “Festival of Lights.” She will submit the proposed ordinance to the SP for approval on first reading next Wednesday. The goal is to create another festival that will celebrate our culture, promote tourism, and spur economic activity. STI-WNU itself is holding its annual Parade of Lights every December since 1993, where students parade around Bacolod displaying the creative lanterns they themselves made. Now on its 25th year, the STI-WNU Parade of Lights will also feature floats with decorative lights, street-dancing, and drum and lyre teams from different high schools. BACOLOD. Mayor Evelio Leonardia along with Congressman Greg Gasataya, Vice Mayor El Cid Familiaran, Councilors Caesar Distrito, Cindy Rojas, Em Ang, Bartolome Orola, Renecito Novero, Elmer Sy, Lady Gles Gonzales and Ayesha Villaflor, City Administrator John Orola, City Legal Officer Joselito Bayatan and Executive Assistant Samuel Montoyo, held a press conference yesterday at the Government Center to thank the legislators for the approval of the bill. On Monday, the Senate unanimously approved on third and final reading the proposed Bacolod City Charter Day bill. Twenty senators voted in favor of the House Bill (HB) No. 7044 declaring June 18 as Bacolod City’s Charter Day. This also means the city’s inauguration will be commemorated every October 19 while the highlights of the MassKara Festival will be celebrated every fourth Sunday of October. There was no opposition and abstention. “We are very happy that the bill is now a law pending the signature of the President and we will not pre-empt that. After 80 years, we will now have our history in proper order,” Leonardia said. He reiterated the City Government will “give due recognition to October 19 as the day we inaugurated our city officials. But we must distinguish which day was our city created and which day it was inaugurated.” Gasataya said as a main author of the bill, he is grateful that the legislators able to realize that from the very start, they are on the right track. “We have the legal basis to put things in the proper and correct perspective,” he said. Familiaran said HB 7044 was filed by Gasataya on June 13, 2017, upon the request of Mayor Leonardia with the support of the City Council. “We are all optimistic that the Republic Act (RA) 7724 will be amended setting October 19 as Charter Day. It was clear that President Manuel L. Quezon signed Commonwealth Act 326 creating Bacolod as a city on June 18, 1938 and October 19 was the inauguration of then mayor Alfredo Montelibano Sr.,” he said. Councilors Rojas, Ang, Distrito, Novero, Orola, Gonzales, Villaflor and Sy said the truth shall always prevail and it’s the time to celebrate that June 18 is the City’s Charter Day. Each school received one aircon unit. It was received by their respective principals and property custodians. DepEd-Bacolod schools division superintendent Cynthia Demavivas said she suggested to the school principals to prioritize their ICT (information and communication technology) rooms for the use of the aircon. The distribution of aircon units to Bacolod schools is one of the projects of the Local School Board, chaired by the mayor, with Novero, who is the chair of the Sangguniang Panlungsod Committee on Education, as a member. Leonardia had turned over 276 fire extinguishers to 40 public elementary and secondary schools last June, and 218 fire extinguishers to 54 schools last January. The mayor said he is a strong advocate for education, as his first committee when he was councilor was the Committee on Education. “I assure you and I firmly believe that education should be given much priority in our local governance," he stressed. BACOLOD CITY PIO BACOLOD City – Village and Sangguniang Kabataan (SK) officials in this capital city will undergo a three-day seminar on transparency this September. The Department of the Interior and Local Government (DILG) spearheads the seminar dubbed as “Barangay Newly Elected Officials towards Grassroots Renewal and Empowerment for Accountable and Transparent (BNEO for GREAT) Barangays Program” which has three batches. The first batch was held on Aug. 28, 29 and 30. The second and third batches are scheduled on Sept. 4 to 6 and Sept. 11 to 13, respectively. Village and SK officials from 20 villages participated in the first batch. Officials from 21 villages will attend the second batch while the remaining 20, in the third batch. The seminar will be held at the Resorts Negrense in Barangay Punta Taytay. The BNEO for GREAT Barangays Program is a term-based capacity development program designed to meet leadership challenges at the community level, according to the DILG. It aims to “prepare barangay officials to actively fulfill their roles and relevance to development” of their respective communities, the DILG added. Among the topics included in the seminar are decentralization and governance, barangay government administration, public accountability, barangay-based institutions, peace and order, local legislation, barangay development planning, barangay finance administration, barangay budget and procurement, national program thrusts, disaster preparedness, barangay drug-clearing operations, barangay justice system, and crafting the barangay agenda for development. The expo was participated in by 18 exhibitors. At least 40 local enterprises were taught on how to franchise business and how to invest in the right franchise.
