An all-male group art exhibition, titled “Dagway sang Dinag-on (Images of the Time)”, is ongoing until September 27 at the Museo De La Salle-Bacolod.
The show features the artworks of Larry Guillema, Revo Yanson, Jolen Resuma, Tibo Deocades, June Jakosalem, Edmund Bacia, and Jun Castillon, and the opening ceremony Tuesday was graced by Bacolod City Vice Mayor El Cid Familiaran, and Sisters Joan Infante, vice president for Academic Affairs of La Consolacion College, and Maria Garcia, LCC school president. The exhibit aims to celebrate arts and how artists as messengers can contribute towards the transformation and empowerment of others. It also aims to continue to promote art with-a-cause, a press release from the group said. The show’s theme is about the artist’s personal reflection of his time. Each artist creates works that reflect how they view realities (psychological, social environmental and metaphysical) relative to their personal experiences, it added.*

PIA BACOLOD City – The City Peace and Order Council (CPOC) recently gave citations to outstanding barangay tanods due to their active campaign against criminal elements and other wayward members of society.
Barangay Singcang Airport tanods won the group category award. Village watchmen Carlo Moral of Barangay Villamonte, meanhwhile, bagged the individual category. The winners for the “2019 Outstanding Barangay Tanod” are set to compete for the regional search in Iloilo City next month. In a resolution, the National Police Commission representative Mae Diamante also suggested for the conduct of the Community and Service-Oriented Policing or CSOP among barangay captains, barangay chair for peace and order, the executive officer of the barangay tanods and the station chiefs of the different police stations in the city. (PR) BACOLOD City Mayor Evelio Leonardia declared an all-out war against dengue during his meeting with barangay officials and other government agencies at the Bacolod Government Center Sunday, August 25.
Leonardia, along with Vice Mayor El Cid Familiaran, members of the City Council, and City Health Office (CHO) appealed to all the barangay officials to intensify fighting measures against the dengue virus. "It's a matter of life and death, so we should help each other. This is so serious and we cannot address this problem if we will not help each other," he said. He added that last week, he issued an executive order for all the barangay officials to participate in the "Sabayang 4-o'clock habit para Deng-get out!," a vector control program launched by the Department of Health (DOH) that aims to search and destroy mosquito breeding sites. The local battlecry is "Deng-get out of Bacolod!" The "4-o'clock habit" is a strategy that seeks to raise awareness and encourage the community to do its share and take time to weed out dengue breeding sites at 4 p.m. every day. Of the 61 barangays, only the Barangays 10, 24, 30, and Tangub failed to send their representatives for the meeting. Councilor Cindy Rojas, chairperson of the City Council committee on health, said they will simultaneously launch the "Deng-get out of Bacolod" in Bacolod City on Wednesday, August 27. She said the program will be held at the Bacolod Government Center at 4 p.m., and the 61 barangays will also do the "4-o'clock habit para Deng-get out!" "We encourage everybody to do the 4-o'clock habit to clean their surroundings to search and destroy mosquito breeding places," she added. Rojas noted the barangay officials can also make sounds or sirens within their barangays before 4 o'clock in the afternoon as a reminder to their constituents to start cleaning their surroundings. Aside from the sirens, Rojas said the barangay officials can also hold a meeting with purok chairmen to encourage them to practice the 4-o'clock habit. The city officials will also try to request churches to ring their church bells every 4 p.m. for the same purpose. The Department of Health (DOH) earlier declared a national dengue epidemic as cases of the mosquito-borne disease continued to rise in the country. CHO head Ma. Carmela Gensoli said since it is already a national dengue epidemic, the City Government needs everyone's cooperation to prevent the increase of dengue cases in Bacolod. "We need the cooperation of everybody to practice the 4-o'clock habit to clean their surroundings," she said. She added that from January to August 17, Bacolod City has a total of 1,325 dengue cases which increased by 106 percent with six deaths compared to last year's around 600 cases with five deaths. The CHO is also validating the report of another alleged dengue fatality in Bacolod this month. Gensoli said they are also set to purchase medicines, equipment, chemicals, among others for their campaign against dengue. OPENING. BACOLOD City Vice Mayor El Cid Familiaran urged the barangay officials to intensify their campaign on waste segregation within their respective barangays. Familiaran, chairman of the Solid Waste Action Team (Swat), said Monday, April 22, the barangay officials should start to educate their constituents to properly dispose their garbage. “We are intensifying our campaign on waste segregation so we can enforce the “no segregation, no collection” policy once the Cell No.2 at the sanitary landfill in Barangay Felisa will be completed,” he said. He added it’s part of the main function of the barangay officials to implement the Republic Act (RA) 9003 or the Ecological Solid Waste Management Act. The Ecological Solid Waste Management Act of 2000 provides that local government units shall be primarily responsible for the implementation and enforcement of the provisions of this law within their respective jurisdictions. Familiaran said after election, they will deploy the solid waste enforcement unit to penalize the violators. “We will discuss this to Mayor Evelio Leonardia after the election,” he said. The enforcement unit, which is composed of 200 members, will be dispatched 24 hours a day in 61 barangays. In 2018, the City Government also implemented the “no segregation, no collection” policy, but the program was a failure because residents did not observe the proper way of disposing garbage. Familiaran admitted that most of the city residents still do not segregate their wastes. “Bacolod is still zero in terms of compliance of waste segregation policy,” Familiaran said. He said that this is a gigantic task and it needs the cooperation of everybody. (MAP) BACOLOD City – The City Peace and Order Council (CPOC) here is asking the Sangguniang Panlungsod (SP) to declare the Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA), as persona non grata. In their meeting last week, the CPOC passed a joint resolution rebuking the communist insurgents following recommendations of the Philippine National Police and Department of Interior and Local Government. Vice mayor El Cid Familiaran, who presided the meeting, said the declaration could be a bold but futile move against the NPAs. “Why declare them (NPA), when they are already tagged as outlaws?” said Familiaran. He added: “Magsiling ka persona non grata, wala mo na sila na welcome. Ti na welcome ta na sila halin sang una haw? Wala man.” But since the CPOC approved the resolution, Familiaran said the proposal will be forwarded to the city council. “It’s up for the SP members to act on the recommendation,” he added. Meanwhile, the Philippine Army’s 303rd Infantry Brigade (303IB) based in Negros Occidental had stepped up their monitoring of NPA’s school recruitment ploy in the province. Brigadier General Benedict Arevalo, 303IB commander, said they recently conducted a forum to some 2,000 students and faculty of the University of Saint La Salle-Bacolod on Aug. 24 in relation to the recruitment activities of leftist groups in schools. “Sadly, statistics tell us that many youth who joined the NPAs only perished during encounters with the military,” Arevalo said. He urged students to be critical in distinguishing activism from supporting terrorism. “The government respects the academic freedom and allows the people to express what they want and critic the flaws they see in the society,” Arevalo said. He added that when a person starts to take up arms or support terrorist organizations like the CPP-NPA, that is already against the law and the government will act upon it./PN BACOLOD City Councilor Lady Gles Pallen urged barangay officials to submit their weekly report in compliance with President Rodrigo Duterte's directive to rid public streets of obstructions to facilitate the orderly use of thoroughfares. Pallen, Liga ng mga Barangay president, said Saturday, August 24, some barangays still failed to submit their weekly report to the City Mayor's Office as proof that they followed Duterte's directive. She said the demolition of the illegal structures is in pursuant to Memorandum Circular 2019-121 of the Department of the Interior and Local Government (DILG) directing the local government officials to implement the clearing of roads. "It's stated in the DILG memorandum that we should submit our weekly report to the City Mayor's Office so that it will be forwarded to the DILG office," she added. Pallen noted that since last week, of 61 barangays, less than 10 still failed to submit their reports. "We should comply with the directive to avoid sanction and penalties, and we were tasked to submit report," Pallen said. In August, Mayor Evelio Leonardia also held a meeting with the barangay officials for the implementation of the said directive. Vice Mayor El Cid Familiaran earlier said that about 85 percent of the villages in Bacolod City already complied with the directive of President Duterte. "So far, most of our constituents were also cooperating with the barangay (village) officials to voluntarily remove their illegal structures, and we are thankful for their cooperation," Familiaran said. He added that the City Legal Office Enforcement Unit has an ongoing demolition in the areas of Libertad Public Mart and the Bacolod Vendor's Plaza in Barangay 12. Ma. Joy Maredith Madayag, director of DILG-Bacolod, earlier said they already received the reports from some of the villages and that they are still waiting for the others so they can submit it to the regional office. She said they were tasked to send their complete reports to the City Mayor's Office (CMO), then the CMO will hand it to the DILG.
