BACOLOD City Vice Mayor El Cid Familiaran urged parents to double check the record of their hired babysitter to ensure the safety of their children.
The advice came after a 19-year-old babysitter was earlier arrested in Miag-ao town in Iloilo province for allegedly kidnapping a one-year-old boy from Bacolod City. “It’s an isolated case, but we should be careful in hiring of babysitter,” Familiaran said. He said the parents should check or require a police clearance, National Bureau of Investigation (NBI) clearance to determine the true identity or if she/he has criminal records. “Before hiring them, we should check the background to avoid similar incidents. We should know its resident and relatives so that we can locate them in case of a problem,” he added. On April 16, Airesh Martir of Barangay Mandalagan was arrested in Miag-ao after she allegedly took the child without the consent of her employers. Policemen were able to trace the location of the child through Martir’s Facebook account, where she posted some photos of them in Iloilo. Bacolod Vice Mayor and Solid Waste Action Team chairman, El Cid Familiaran, yesterday said they will deploy teams to monitor compliance with the city’s waste segregation program in the barangays after the May 13 mid-term elections. Familiaran said barangay officials have a major responsibility in the implementation of the program, in compliance with Republic Act 9003, or the Ecological Solid Waste Management Act. The city will only provide support. One of the responsibilities of barangay officials, particularly barangay captains, is to implement local or national laws based on the Local Government Code, he said. Familiaran said the Enforcement Team will impose penalties against violators of RA 9003. Earlier, the Bacolod Sangguniang Panlungsod approved the request of IPM Construction and Development Corp. for the extension of the period of completion of Cell no. 2 at the sanitary landfill site in Felisa, from April 30 to August 30. Cell No. 2 was supposed to be finished on April 30. IPM-CDC, represented by its president, Isabelita Mercado, informed the city regarding the difficulty of starting the excavation and suggested the transfer of the site for the construction of Cell no. 2 still within the area where the sanitary landfill is located. Mercado said they are offering a new modified plan and design for the project, upon the recommendation of the SWMB, and after the evaluation conducted by the technical personnel of the CEO, while it maintains the original contract of P49,810,444.25. This means that, although the modification of the project may entail an additional cost of P1.7 million, the amount will not be charged to the city as additional cost, but will be shouldered by IPM-CDC, she said. Andrew Tonogbanua, IPM-CDC project engineer, said the main reason they are modifying their plan and design of the project is the increase in the volume of garbage. Even if they revise the plan, it will not affect the cost of the project. The SWMB issued Resolution No. 26, dated Feb. 26, approving the modified plan and the comparative cost, and made the necessary recommendation to extend the construction of Cell no. 2 to four months, or until August 30.* The visit of President Rodrigo Duterte in Bacolod City Thursday was a plus factor for the Grupo Progreso (GP) candidates, Bacolod Vice Mayor El Cid Familiaran said yesterday.
Even if the President did not raise their hands, indirectly it is already a gesture of support or an endorsement, not only for Mayor Evelio Leonardia and Bacolod Rep. Greg Gasataya, but for the whole slate of GP, he said. The GP candidates were earlier endorsed by Davao Mayor Sara Duterte-Carpio during a political rally of the Partido Demokratiko Pilipino-Lakasng Bayan (PDP-Laban) in Bacolod last month. Leonardia thanked the President for endorsing him in a video. “Together with my wife, Elsa, we want to publicly and personally thankyou from the bottom of our hearts for your endorsement in the video. The President arrived in Bacolod Thursday also to campaign for the PDP-Laban senatorial candidates. On the illegal drugs problem, Familiaran said that if the entry of the illegal substance can be prevented, there will be a drop in the demand. But there is continuing education/information campaignbeing conducted by the city to inform the people of the ill effects of illegal drugs, he said. The City’s Anti-Drug Abuse Council of Bacolod is oneof the active anti-drug councils in the country and the mayor has a standing order to the police to give the anti-drug campaign priority, Familiaran said. Meanwhile, t he City Government of Bacolod will start the construction of Balay Silangan in Barangay Singcang Airport and the rehabilitation of the Bacolod City Drug Treatment and Rehabilitation Center project in Barangay Alijis after the election ban. Executive assistant Samuel Montoyo Sr., point person of the city’s anti-drug abuse campaign, said they will start the implementation of the Balay Silangan project with a budget of P 5 million after the election ban has been lifted, so they can also start processing the declaration of drug free barangays. Montoyo said Balay Silangan offers temporary refuge with the object of reforming drug offenders into self-sufficient and law-abiding members of society. The Philippine Drug Enforcement Agency (PDEA) has chosen Bacolod City as one of the pilot sites of the Balay Silangan Reformation Program in the country last year. Montoyo said the Balay Silangan will accommodate drug personalities selected for a three-month in-house reformation program. The Dangerous Drugs Board (DDB) hadturned over a check for P10 million to the city government for the construction of the rehabilitation facility at the city-owned lot in Brgy. Alijis where the City Agriculture Office Demo Farm stands. The remaining P25 million will be shouldered by the city. Duterte in this city on Thursday.
The President arrived at about 7 p.m. amid a downpour, but the rain stopped about 20 minutes into his speech before the crowd attending the Partido Demokratiko Pilipino - Lakas ng Bayan (PDP-Laban) sortie held at the Bacolod City Government Center football field. “I appreciate your sacrifice. Maganda ang pinapakita niyo na camaraderie sa eleksyon na ito kasi importante (I appreciate your sacrifice. The camaraderie you are showing for this election is important),” the Chief Executive said. “I’m really sorry but it’s also raining in Davao. More than anything else, I’d like to thank God for the rains. We are suffering from El Niño phenomenon. We need rain,” he added. At the start of his speech, Duterte joked how host Mayor Evelio Leonardia, head of the local coalition Grupo Progreso, took pride in how the people of Bacolod braved the rains during the rally. For his part, Leonardia, who was endorsed by Duterte in his bid for a second term in the May 13 elections, said in his welcome remarks that the President’s visit amid the unpleasant weather shows how much he loves Bacolod. “This is a night like no other. We were happy that three times, the President came for the MassKara Festival. It was historic. And now, he is a very busy man. He goes around the Philippines to campaign. We thought after he came to Negros Occidental a few weeks earlier, he will no longer come to Bacolod,” the mayor said. “Mr. President, we are glad to show you this. That despite the rain, because of your love (for) our President, you are still here,” Leonardia told the crowd. He also took the opportunity, along with his wife Elsa, to “publicly and personally” thank Duterte for his endorsement of his reelection bid in a video posted on Facebook. “Salamat gid (Thank you very much), Mr. President for your endorsement. More than that, we have seen that our President will fight for what is right,” the mayor added. Vice Mayor El Cid Familiaran, a member of PDP-Laban, introduced the ruling party’s five senatorial candidates before they were proclaimed by the President. They are former Special Assistant to the President Christopher “Bong” Go, former Presidential Political Adviser Francis Tolentino, PDP-Laban president and reelectionist senator Aquilino “Koko” Pimentel III, Maguindanao Rep. Zajid Mangudadatu, and former Philippine National Police and Bureau of Corrections chief Roland “Bato” dela Rosa. Mangudadatu was represented by his brother, Maguindanao Governor Toto Mangudadatu.
